REPORTS TO: Vice President/Chief Financial Officer

SALARY RANGE: $115K – $120K Annually

POSITION SUMMARY:

Roosevelt Island Operating Corporation (RIOC) seeks a highly motivated, detail oriented, self-starter to serve as Director of Procurement. The Director will oversee all aspects of the procurement process for construction projects, goods and services at RIOC. This includes interpreting and applying RIOC and New York State procurement policies, contracting policies and reporting requirements; ensuring compliance with policies throughout each phase of the procurement process; overseeing, drafting and processing all service and construction RFPs and RFIs; and direct interaction with RIOC departments on a daily basis. This is a full-time administrative position.

The Director of Procurement will supervise a staff consisting of a Procurement Specialist and Procurement Manager, responsible for the procurement, purchase orders and payment processes. The Director will be an integral member of RIOC’s operations department, reporting to the Vice President/Chief Financial Officer.

JOB RESPONSIBILITIES:

  • Manage the corporation’s purchasing and procurement activities.
  • Implement and interpret corporation-wide procedures and policies for the purchase of all goods and services; ensure compliance with state purchasing laws.
  • Manage and execute complex bid processes, including identifying vendors to be solicited, drafting and issuance of requests for proposals, evaluation of submitted proposals, and award of contracts.
  • Analyze operating and capital budgets to determine projects that qualify for MWBE/SDVOB participation
  • Research and identify MWBE/SDVOB availability and participation in qualified projects
  • Prepare and maintain the MWBE/SDVOB annual goal plan; monthly and quarterly utilization reports; discretionary spending quarterly reports and utilization and waiver compliance quarterly reports
  • Provide weekly maintenance of NYS Contract Compliance System – MWBE/SDVOB Utilization.
  • Ensure compliance with State MWBE and SDVOB contracting requirements and goals.
  • Prepare procurement-related budget and NYS mandated reports, including NYS contract Compliance System and PARIS – Public Authority Reporting Information System.
  • Prepare and maintain monthly and quarterly Workforce Utilization (EEO) Reports for Service and Construction contracts.
  • Coordinate with Fiscal staff and Capital Planning and Projects in the payments and change order functions.
  • Ensure that all required contracting documents are complete and compliant.
  • Maintain the procurement records in accordance with the procurement policies
  • Implement the manage the proper internal controls to consistently attain the compliance and reporting requirements of the procurement function.
  • Act as the main point of contact for all bidders.
  • Represent the Procurement department and RIOC at external and internal meetings.

REQUIRED SKILLS:

  • Strong organizational, attention to detail and project management skills.
  • Excellent written, verbal and interpersonal communication skills.
  • Talent in negotiations and presentation a plus.
  • Knowledge of public sector and NYS procurement policies/expenditure authorization procedures is preferred.
  • Demonstrated ability to implement and maintain a complex contract management system.
  • Working knowledge of the MWBE compliance reporting.
  • Prior experience with Public Authority Reporting Information System/Procurement and Project Sunlight reporting systems.
  • Expert knowledge of contracting, compliance and payment procedures, preferred.
  • Strong proficiency in MS Office Suite and Internet based software especially Excel and Word.

EDUCATION/EXPERIENCE:

  • Bachelor’s Degree and a minimum of 5 years of related experience in a supervisory position; or Associate Degree and a minimum of 10 years of related experience, five of which are in a supervisory position; or Master’s Degree with a minimum of 3 years of related experience in a supervisory position.
  • Prior experience with NY government procurement and/or experience in a compliance or contract management role preferred.

Procurement Specialist
The Research Foundation SUNY Downstate Medical Center – Brooklyn, NY 11203
 

Ensure that procurement/purchasing promotes the Research Foundation’s mission, vision, and values. Maintains compliance with policies and procedures of the Research Foundation (RF), SUNY, Funding Agencies, and Regulatory Agencies. Provide support to researchers and their support teams. Act as an effective intermediary between supplier/vendor and the researchers. Maintains a high level of customer service.

Duties and Responsibilities

  • Execute purchasing duties and responsibilities in a timely, efficient, cost-effective manner
  • Participate in commodities contract negotiations; negotiate contracts and contract renewals
  • Work closely with sales representative to utilize and implement any automated or semi-automated procurement processes
  • Utilize existing RF and State contracts when available; when no contracts exist write and submit preferential pricing contract proposals to vendors to establish a contract for the Research Foundation
  • Execute and complete bidding process; prepare and submit request for quotations (RFQs) and request for proposals (RFPs)
  • Negotiate all purchase requests in a cost effective manner; utilization of alternative supplier/commodity as circumstances dictate through comparative searching methods; identify best price for all goods and services
  • Faculty liaison; research and resolve all purchasing concerns, needs, and discrepancies
  • Create/Update supplier record in Supplier Master File in accordance with RF’s Policies and Procedures
  • Create and Maintain a detailed supplier information list; contract numbers, contact information, sales representative information etc.
  • Process purchase requisitions; generate purchase orders
  • Place orders with suppliers/vendors in a timely manner
  • Monthly P-Card Reconciliation; work collaboratively with Central Office personnel to resolve billing/purchasing disputes/discrepancies
  • Amazon Business Account Reconciliation; ensure that all invoices are paid in accordance with contracted terms and conditions
  • Analyze purchasing monitoring reports and take corrective action as needed
  • Respond to Internal Revenue Service’s (IRS) Notices promptly; e.g. IRS B-Notices
  • Property Control Reconciliation/Review; provide State Property Control Office with all pertinent equipment documentation and information
  • Work with supervisor to establish paperless processing for purchasing; document and publish the business process for procuring goods and services at campus level
  • Update policies and procedures for purchasing at campus level
  • Work closely with Associate Director/Director/Associate Vice President on special assignments
