The Enterprise Project Management Office (EPMO) partners with senior leaders and the front line to optimize complex systems across our Enterprise (Hospital). This position is a key member of EPMO’s Analytics program. The goal of the program is to deliver rapid and easy access to actionable data that can be used to develop knowledge and inform and influence decision making to achieve desired outcomes, ultimately driving better and more cost effective patient care.

This Continuous Improvement Consultant will be responsible for:

  • Developing on-demand reporting in partnership with teammates and colleagues from other depts.
  • Providing analyses and reporting of institution-wide performance indicators as well as project specific metrics that are timely, accurate, interpretable and actionable
  • Subject matter expertise for visualization tools (e.g. Microstrategy or Tableau)
  • Facilitating the spread of tools and technology throughout BCH. Co-leading enterprise wide community building efforts such as the Analyst Forum and Smartsheet User Group. Assisting in the administration of Smartsheet Account
  • Contributing to the development of knowledge management strategy, facilitating access to information, cross-project learning, and best practice sharing

To qualify, you must have:

Job Description

Scope of work

The IRC is currently implementing the “Small-Space Food Security Innovations: Assessing Solutions and Program Models for Crisis Contexts” Project funded by Implementer-Led Design, Evidence, Analysis and Learning (IDEAL activity. The IDEAL activity is funding by the United States Agency for International Development (USAID) Bureau for Humanitarian Assistance (BHA). This project is responding to an identified need to address land access and resource constraint challenges in food security programming and provide innovative food security solutions for agricultural production to the people we serve in camps, settlements, and host communities. The IDEAL community implements small-space solutions such as kitchen gardening, low tunnels, and greenhouses in countries across Africa, the Middle East, and Asia—and are looking for new solutions to include in programming.

The goal of the project is to assess the potential of innovative small-space food security and nutrition solutions and programming models for emergency contexts with security, mobility, land access, and natural resource challenges.

The objectives of the project are to:

  • Identify, document, and evaluate the potential of solutions
  • Determine feasible programming model recommendations to integrate these solutions into emergency programs; and 3) disseminate the findings and recommendations to practitioners.

The scoping research will include a systematic review of qualitative and quantitative literature evaluating potential solutions.

The review will include:

  • Academic and grey literature
  • Key informant interviews with industry experts and leaders
  • Cost modeling of technologies utilizing Microsoft Excel or R
  • Context analysis of key geographical regions using external data sources and internal resources.

The Consultant will be responsible for:

  • Academic and grey literature
  • Key informant interviews with industry experts and leaders.
  • The Consultant will work in partnership with the Economic Recovery and Development (ERD) Senior Coordinator on key inputs for
  • Cost modeling of technologies utilizing Microsoft Excel or R; and (d) context analysis of key geographical regions using external data sources and internal resources.

Deliverables:

  • Submit a report in the form of a Microsoft Word document on a systematic review of academic and grey literature
  • Submit a report in the form of a Microsoft Excel spreadsheet including a database of research and library of research
  • Submit a report containing 20-30 key informant interviews with industry experts and leaders that are sourced and conducted by the consultant together with detailed notes and summaries on those key informant interviews
  • Submit a report containing an analysis of technologies using criteria created in collaboration with IRC’s ERD Senior Coordinator
  • Submit a report containing a recommendation of 2-4 technologies for case studies with inputs into each case study

IRC will support the consultant activities by providing the following assistance and documents:

  • Template for the report on a systematic review of academic and grey literature
  • Template for the report including a database of research and library of research.
  • IRC’s ERD Senior Coordinator will assist with identification of key informant interviewees through peer networks

Qualifications

Requirements:

  • Education: Undergraduate degree in social science, nutrition, food security, agriculture, logistics or related field and technical accreditation or equivalent
  • Work Experience: 3-5 years of work experience in the humanitarian or development sector, preferably with at least 2 years of international experience implementing humanitarian and/or development programs with food security components.
  • Experience working in diverse emergency, recovery post-conflict or development contexts preferred.
  • High degree of proven organizational and project management skills required, and experience facilitating qualitative data collection.
  • Superior coordination capabilities and capability to operate independently and as a team member. Excellent writing skills required.

Program Summary

The Mercy Corps STEM II project (Supporting the Education of Marginalized Girls) is a three and half year project that aims to improve life opportunities and outcomes of over 6,000 adolescent girls, helping them stay in school and obtain higher levels of math and literacy. This project is now in the final year and will end in March 2021.

Assignment/consultancy Summary

Mercy Corps is looking for a consultant to support the preparation of different learning materials focusing on how the STEM II project has successfully able to support the marginalized girls to achieve greater learning scores and positive transition in life, how these proven tools and approaches could be replicable and scale at national and international level. The project has prepared different fact sheets, conducted evaluations in different phases and prepared some how to note which will guide the consultant to prepare international level documents to be shared with donors, policy makers and education stakeholders. The Consultant will work remotely and may be based in Nepal or any other country, but must be able to coordinate to a reasonable degree during Nepal Standard Time working hours.

The Consultant must be able to complete agreed upon deliverables by 10 Feb 2021.

Scope of Work

The Consultant will conduct a desk review of existing STEM II documentation, and then work with the Project staff to provide a high-level learning analysis of STEM II activities, achievements, and limitations. The Consultant will also review the international policy, best practices and trends in adolescents programming and funding landscape as it relates to the field of girls’ education, and based on these activities will create a suite of learning and sharing materials that will:

    • Support Mercy Corps in disseminating key project information, sharing learning outcomes, and highlighting significant achievements from the STEM II project to existing project stakeholders
  • Serve as lasting “quick look” documentation for concise, comprehensive reference when planning future Mercy Corps programming
  • Be shared with prospective future donors, government stakeholders, and local partners to facilitate Mercy Corps’ continued engagement in the field of girls’ education.

Key Deliverables

Learning document: Review existing project documents and then coordinate with Project staff to produce high-quality, polished final products on key project/learning outcomes from the project that are to be compared with national and global level trends and practices. Additionally, highlight STEM II contribution to Sustainable Development Goals, FCDO girl’s education challenge program and inclusive education. ( 8-10 pager document with high standard english language using infographics and final layout)

Technical briefing package: This will include but is not limited to concise overviews of project activities, technical aspects of the STEM II approach, and summaries of key indicators and outcomes. (4 pager document that explains STEM overall program achievements )

Policy briefing package: This will include but is not limited to rapid summaries of the project, an overview of lessons learned, a cogent analysis of policy implications, and a proposed menu of activities for further programming and action to build on the achievements of STEM II. (4 pager documents)

Dissemination strategy: This will outline suggestions to Mercy Corps’ leadership on potential strategies for reaching prospective donors and partners with this information about STEM II, with particular focus on the landscape for future work in girls’ education. (2 pager document with communication strategy for sharing the evidence)

Knowledge and Experience

  • At least a Master level degree in social sciences, development studies/management, or any related discipline
  • Should have strong experience of writing for audiences within the development sector.
  • Able to synthesize information from various program documents, and provide cogent and concise summaries and analysis.
  • Would able able to think critically and work collaboratively with Project staff to determine most relevant information, including key project learnings.
  • An understanding of the education field and girls’ education in particular would also be highly useful.
  • Excellent research, analytical and writing skills
  • Demonstrated experience in synthesizing complex information, producing high-quality documentation, and writing for audiences in the international development sector.
  • Previous experience and background knowledge of the Nepal context and international development landscape is highly preferred
  • Previous experience in the field of girls’ education would be a plus
  • Demonstrated capacity to work remotely and coordinate effectively with other team members working remotely
