Government Relations Manager

The LGBT Center– New York, NY 10011 (Chelsea area)
 

Schedule: Generally Monday through Friday. Work days and hours may shift depending on scheduling needs; typical schedule will be 10:00 a.m. to 6:00 p.m. Flexibility required. This position will require occasional statewide travel.

Summary: The Government Relations Manager works with the Senior Director of Government Affairs to represent The Center with elected officials, their staff and key agency personnel. This individual will assist with the research, planning, cultivation, relationship management, and reporting functions to create, sustain and grow a comprehensive and integrated program of government partnership, support, and advocacy on behalf of The Center.

Essential Duties and Responsibilities:

  • Support the execution of government relations strategic work, including coordination of The Center’s participation in events, collaborations and partnerships.
  • Serve as a liaison with Community Boards and Borough Presidents, and state and city agencies, where appropriate.
  • Coordinate The Center’s legislative priorities, including bill tracking and analysis, committee hearing tracking, regular communication and hearing preparation and testimony.
  • Manage the government grant application process, including preparing and compiling all components for grant submissions, including meeting coordination, proper proposal formatting, packaging, and submission in accordance with granting agency requirements, as well as timeline and deliverable management.
  • Engage with the LGBTQ political landscape at the local, state and federal levels.
  • Develop, track and maintain database and system for recording and tracking grant proposals, awards and applicable information.
  • Work with the Senior Director of Government Affairs to secure new government funding and maintain existing funding at the City, State and Federal levels for all Center programming.
  • Support the facilitation of The Center’s government and community relations work as necessary.
  • Other duties as assigned.

Position Requirements:

  • Minimum of three (3) to five (5) years of direct experience working in a government setting or in a governmental relationship management function.
  • Bachelors in Public Administration or a related field; or equivalent, transferable life/professional experience.
  • Previous government relations experience within New York City and/or State strongly preferred.
  • Excellent written and oral communication skills.
  • Strong team player and the ability to work harmoniously with diverse team.
  • Comfort with working in a fast-paced environment, where pivoting from project to project is necessary,
  • Prior experience working on multiple projects and setting and sticking to priorities, while maintaining high attention to detail.
  • Salesforce experience a plus.
  • Highly organized, professional, and trustworthy.
  • Working knowledge of government funding and contracting.
  • Strong sense of initiative, ability to work independently and use independent judgment.
  • Ability to manage and impart information to a range of internal and external stakeholders and interested parties.

Executive Director of Intergovernmental Affairs
New York City DEPT OF HEALTH/MENTAL HYGIENE – Queens, NY 11101
$78,574 – $134,344 a year
    • The New York City Department of Health and Mental Hygiene (DOHMH) protects and promotes the health of eight million New Yorkers with a budget of $1.6 billion and more than 6,500 staff. Central to this effort are programs to combat communicable diseases, expand access to health care, prepare for emergency disease and bioterrorist threats, and tackle other public health challenges. Pursing effective public health policy is also vital to this work.
  • -Monitor public health trends and initiatives, research best practices, and conduct analyses to support the generation of new policy and legislative initiatives.
  • -Lead a team of three legislative analysts to develop and advance the agency’s legislative and policy agenda across all divisions.
  • -Serve as the point of contact between the Department and the Office of the Mayor and other city agencies, the New York City Council, State legislature, and other key stakeholders.
  • -Provides strategic advice on issues related to policy and politics to Department leadership, including the Commissioner, Chief Operating Officer, and Executive Deputy Commissioner for Mental Hygiene.
  • -Oversee the agency’s relationship with key advocacy partners to ensure communications reflect the priorities of the Department.
  • -Coordinate the development of briefing books materials, public testimonies, talking points, agendas and other communications.
  • -Serve as the agency’s liaison to the Mayor’s Office by representing the Department’s position on public health issues.

Minimum Qual Requirements
 
1. A master’s degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in “1” above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in “1” above.
 
Preferred Skills
 
Political or policy analysis background with a track record of collaborating across diverse program and subject areas;

 

MPA or MPH desirable;

Experience in public health or public policy development, including supervisory experience;

Excellent oral and written communication, analytic, customer service skills;

Experience working in a government or legislative office;

Self-motivator, team leader, and skilled at simultaneously managing multiple priorities and projects and

Legal Counsel / Government Relations Advocate

The New York Society for the Prevention of Cruelty to Children (NYSPCC) is currently accepting applications for a full-time Legal Counsel/Government Relations Advocate.

POSITION DESCRIPTION:
The Legal Counsel/Government Relations Advocate (the Counsel) identifies legislation and other public policy issues that can impact The NYSPCC and the children and families that it serves; the Counsel then develops an advocacy agenda and action plans to move public policy efforts forward. This position also serves as a liaison with legislative/government officials informing them of NYSPCC programs and advocacy efforts. This position coordinates The NYSPCC’s efforts with other child welfare organizations to promote its public policy agenda; this includes serving as the Secretary of the American Professional Society on the Abuse of Children -New York (APSAC-NY) Public Policy Committee.

The Counsel provides information and assistance to the Executive Director regarding the legal aspects of child welfare/child protective issues, and regarding Court-related issues.

As needed, the Counsel provides legal expertise to the clinical team of The NYSPCC on cases that involve the Administration for Children’s Services (ACS), Family Court, Integrated Domestic Violence (IDV) Court or other outside entities.

The Counsel is the liaison to outside counsel for The NYSPCC on contract issues.

This position identifies Requests for Proposals ( RFPs) for program and research opportunities, and assists the Director of Research and Evaluation on applications and letters of support from the Courts. The Counsel also identifies and applies for City Council funding in support of The NYSPCC’s programs.

The Counsel represents The NYSPCC by giving testimony to legislative committees regarding child protection and child welfare legislation.

This position reports to the Director of Research and Evaluation.

This position requires attorney admission to the NY State Bar and seven years of experience litigating child welfare cases. Applicants should be familiar with the legislative process at the state and federal levels, and have experience in reviewing, analyzing and commenting on child welfare/child protective legislation.
