Summary:

The Compliance Administrator, with support by the Director of Legal Operations, will manage all daily aspects of wine compliance, including excise and sales tax reporting, state brand, label and distributor registration, COLA approval and tracking.

Reports to: Director of Legal Operations

Key Duties and Responsibilities:

  • Maintain 50-state registrations of Company brands for distribution and sale, and international (export) registrations and licensing.
  • Preparation, maintenance, submission and organization of state and federal permits and licenses for both wholesale accounts and direct to consumer
  • Completion and submission of state excise, sales and use tax returns
  • Submissions, tracking and approval of brand and label registrations
  • Complete and file COLA applications and maintain databases of approved labels.
  • Communication with TTB and liaising with legal on a variety of compliance issues.
  • Complete and file monthly reporting for all licenses.
  • Maintain Company files as required by regulations.
  • Stay informed of compliance developments.
  • Manage interactive databases with ShipCompliant.
  • Rely on experience to plan and accomplish goals. A wide degree of creativity and latitude is expected.
  • Assists in the development of state compliance procedures

Requirements:

  • Wine compliance experience required; certification a big plus
  • Knowledge of wine industry compliance regulations
  • Working knowledge of ShipCompliant software
  • Must be able to work with all levels of management
  • Ability to communicate effectively (oral and written)
  • Ability to make improvements within processes, systems or products to enhance performance of compliance process and a focused effort on shrinking lead time
  • Ability to maintain and promote a safe working environment
  • Ability to sit for long periods of time (eight or more hours per day)
  • Must be fully fluent in English.

We are looking for a Regulatory Compliance Manager to join the Scout & Cellar team! This position is responsible for managing a team of Specialists and run the day-to-day aspects of the regulatory compliance function. Regulatory Compliance is at the core of Scout & Cellar. For every bottle, every new product launched, or state entered, every transaction completed, our Compliance Team enables business to flow. As Manager, you will use your experience and wine industry knowledge to partner with other departments and continue to strengthen this core function.

Here’s what you’ll do:

  • Manage the workload of the existing regulatory compliance team and continue to develop and foster individual growth
  • Interpret regulatory changes and develop solutions to address them
  • Assist in streamlining complex compliance needs to deliver clear direction to other departments
  • Coordinate with marketing and supply chain and product to ensure compliance standards are met
  • Obtain, maintain, and manage TTB permits and reporting
  • Maintain and manage state direct shipper permits, including preparing and submitting required reports
  • Maintain and manage excise tax permits and state sales tax permits
  • File state direct wine shipping, sales tax, and excise tax reports
  • Audit and reconciliation of state sales tax collection and remittance
  • Perform other duties as assigned

Here’s what you must bring to the table:

  • Bachelor’s degree (Business, Public Policy or Finance preferred)
  • Minimum five years’ experience in compliance, alcohol, and beverage (wine industry preferred)
  • Extensive experience with Microsoft Office software including Excel, pivot tables, VLOOKUP, Word, Outlook, and PowerPoint
  • Excellent written & verbal communications skills
  • Experience with Ship Compliant, Compli, Avalara or similar systems
  • Experience and/or understanding of supply chain
  • Ability to build team and develop individuals with vision and purpose
  • Forward thinking and structured to meet urgent deadlines
  • Analytical and strategic to develop and improve policies
  • Works well within a team and cross-functionally, but is self-sufficient and motivated
  • Confidence to influence fast growing company

Physical/Computer/Analytic requirements:

  • Must be able to work in a desk/office setting.
  • Office hours Monday-Friday, 8-10 hours per day with necessary breaks including lunch breaks. Office hours can run longer during audit season.
  • Must be able to sit/stand at a computer for long periods of time with breaks.
  • Must be able to lift at least 25 pounds
  • Must be able to respond and manage multiple up to 125 emails per workday.
  • Must be able to manage and respond to multiple phone calls during the workday
  • Follow up calls with state agencies as needed.
  • Must be able to conduct departmental and other meetings via zoom or teams, and from other departments as requested

About the Role

The Compliance Specialist supports, coordinates, and project manages all regulatory approvals and issues. This cross-functional partner owns the compliance process and proactively identifies and mitigates alcohol regulatory risks pertaining to our products and packaging. This role also supports with administrative projects and processes such as licensing management.

What You’ll Do

  • Manages all TTB items including submissions, documentation, and record-keeping.
  • Obtains and maintains federal label approval and state brand registrations for new products and packaging.
  • Maintains state filings and reports distributor/broker changes.
  • Prepares federal and state filings for company and officer updates
  • Owns label/license compliance operations and works to continuously improve and streamline the process.
  • Advises innovation team on product classification and product development.
  • Supports General Counsel and analyzes complex label and formula issues.
  • Constant communication with Sales and Marketing teams for updates regarding new product licensing and project timelines.
  • Obtains and maintains Company and Individual employee licenses and permits.
  • Administrative support for sales and tax functions, including maintaining export file backup.
  • Other duties and projects as directed.

What We’re Lookin’ For
